That way if I do NIC driver updates and it screws up settings, (only ever happened to me once but I learned my lesson), the DHCP server will give it the correct address anyway, (Microsoft DHCP ignores the exclusion range if you set a reservation). But then set a reservation for it anyway. Set the IP address as static, and within the excluded range. Also, if for some weird reason your server goes into DHCP it will still end up with the correct IP.
Instead of using an address in the excluded range why not configure a reservation? That will make the IP explicitly for your server. I have configured my Server (2012 R2) to use one of the IP addresses in the excluded range. I have some addresses excluded from the scope in DHCP.
